Think of culture and urban development as a two-way street rather than a tandem bike. They are unlikely to happen at the same time and usually come from opposite sides, meeting in the middle. Strategic cultural projects such as the European Capital of Culture or similar Cultural Cities endeavour, go hand-in-hand with infrastructure investments, which can permanently re-shape the face and reputation of a city.
