Noor is an advisor at the "Code Diversity & Inclusion", where she supports and advises Dutch cultural and governmental organizations in advancing their DEI work. She develops a wide range of resources and programmes: from workshops, events and seminars to toolkits, guidelines and worksheets, and advises both organizations and governments on integrating the Code in cultural policy. Schooled and trained as a musicologist, Noor also conducts research on music and the broader cultural sector, through the lens of critical- and postcolonial theory. Recent research focuses on the structural barriers to an inclusive opera sector in the Netherlands, as well as music and the male gaze in Hollywood film.
