Policy Advisor, United Nations Development Programme
Carlo is Global Policy Advisor for Recovery and Programme Coherence at UNDP’s Crisis Bureau in New York. His portfolio covers early recovery, livelihoods and economic reactivation in fragile and crisis-affected states, as well as partnerships with donors. He holds a doctorate in Economic Law and master’s degrees from UMass Amherst and FLACSO, and as a SURGE Adviser and trainer he is frequently deployed to crisis settings.
Music came before the policy career. In Ecuador he wrote music reviews and other contributions for Mundo Diners and SoHo, and he remains a committed listener, drawn above all to jazz and to the Latin American traditions that have fed it and borrowed from it. That attachment has found its way into his professional thinking on creative industries as a source of jobs and income after crisis. On his Substack he explores how governments engage with the sector, why some treat it as a serious part of the economy while others leave it to chance, and how cultural work can support recovery from the first months after a shock through to longer-term rebuilding.
